Michel W. Drapeau,
O.M.M., C.D.
Colonel Drapeau graduated
cum laude from the University of Ottawa,
Faculty of Law where he obtained both a Licentiate
in Law and a Bachelor in Law. Previously, Michel
attended a number of institutions including Sir
George Williams University Montreal, where he
attained third year standing in a B.Comm program
as well as the Canadian Forces Command and Staff
College (Toronto); the U.S. Armed Forces Staff
College (Norfolk, Virginia); the US Army School
of Comptrollership (Indianapolis, Indiana); and,
the National Defence College (Kingston). |
Colonel Drapeau's pedigree includes military service
between 1959 and 1993; secondment in 1984 to the then
Department of Secretary of State to act as Deputy Coordinator
for the Royal Visit by Her Majesty the Queen and His
Royal Highness the Duke of Edinburg; a two-year appointment
at the executive level in the Federal Public Service
of Canada between 1992-1994; and, founder and co-owner
of a consultancy company on access to information and
privacy matters between 1996 and 2002. Since 1994, Michel
acts also as an analyst and commentator for national
media on military and security issues.
Called to the Bar of Ontario in 2002, Michel joined Barrick Poulsen LLP as counsel
later in the same year. He completed his articles of clerkship at the Federal
Court of Appeal of Canada under the supervision of the Honourable Mr. Justice
Gilles Létourneau. He is a member of several organizations: the Law Society
of Upper Canada, the Canadian Bar Association, the Ontario Bar Association, the
Canadian Institute for the Administration of Justice; l'Association des Juristes
d'expression française de l'Ontario, the County of Carleton Law Association,
l'Association des civilistes (Outaouais), the Canadian Access and Privacy Association,
the United Services Institute, the Canadian Forces Logistics Association, the
Quebec Garrison Club, and the Hylands Golf Club.
Colonel Drapeau practices in all areas of administrative
law, in particular, access to information and privacy,
employment law and human rights law, security and military
law, and civil litigation. He serves on the Advisory
Board for the publication of the Canadian Public
Security Law Guide, a two-volume comprehensive
reference guide that provides complete and continuing
coverage of federal, provincial and territorial enactments
relating to the field of public security law in Canada.
He is the co-author of the "Federal Access to
Information and Privacy Legislation – Annotated
2003" (Thompson-Carswell: Toronto, 2002). He lectures
in law at Cité collégiale, Ottawa and
the Law Faculty, University of Ottawa.
Michel was named to the Order of Military Merit
in 1990. He holds the Canadian Forces Decoration, First
and Second Clasp. In 1993, Michel was awarded the Commemorative
Medal for the 125th Anniversary of the Confederation
of Canada in recognition of his "significant
contribution to Canada". In 2003, he was awarded
the Commemorative Medal for the Golden Jubilee of
Her Majesty the Queen Elizabeth ll.
